This page highlights legislative provisions in the funding bills for information only. The executive branch does not endorse any pending legislation except where explicitly noted.
Defense Appropriations
LAW
On May 5, 2017, President Trump signed the Consolidated Appropriations Act, 2017, an omnibus funding measure that provides $908.262 million to the Air Force GPS program in FY 2017.
President Obama's original request was $847.4 million (View source, 9 MB PDF). This total does not include $13.171 million requested for GPS Block IIF satellite on-orbit support and contract closeout (View source, 3.5 MB PDF).
In March 2017, President Trump requested additional FY 2017 funding for DOD, including a $37.3 million increase for GPS III development (View source, 2 MB PDF) and a $120 million increase for OCX (View source, 2 MB PDF). The total GPS budget request became $1.00466 billion.

- The final measure provides a $30 million increase to GPS III for "operational M-Code risk mitigation for OCS" (see table for source).
- The Senate originally recommended this increase within the OCX budget. The Senate report discusses OCX on pages 172-173, including a proposed cut of $259.830 million to terminate OCX Blocks 1 and 2. View PDF (800 KB)
- The Senate had proposed a cut to GPS III with this note: "Reduce Duplication: Funding enterprise and unique ground system" (see table for source).
- The increase in the MGUE line item was offset by reallocating funds from other DOD line items that contained MGUE. The total assigned to MGUE development matches the request.
- The Senate had proposed cutting MGUE with this note: "Restoring acquisition accountability: Unjustified cost growth" (see table for source).
- The House report includes text on "Improved Global Positioning System Receivers" (pages 249-250) recommending reductions in "funds to integrate improved military global positioning system (GPS) receivers with various Air Force weapon systems and munitions." The text refers to the following RDT&E line items, which were recommended for a total of $48.8 million in cuts outside the GPS budget: Hard and Deeply Buried Target Defeat System; Electronic Warfare Development; Small Diameter Bomb; B-1B Squadrons; F-22 Squadrons; and JASSM. Transportation Appropriations
LAW
On May 5, 2017, President Trump signed the Consolidated Appropriations Act, 2017, an omnibus funding measure that provides the Department of Transportation with funds to support designated civil elements of the Air Force GPS program in FY 2017, along with civil GPS augmentations and related activities.
Starting in FY 2017, DOT received civil funding for the GPS program through the Office of the Secretary instead of through the FAA. Also, the FY 2017 budget includes no DOT funds for the Nationwide Differential GPS (NDGPS) program.

Defense Authorization
LAW
On December 23, 2016, President Obama signed the National Defense Authorization Act for Fiscal Year 2017. The act includes policy and funding guidance for the GPS program. It does not expend funds from the U.S. Treasury.

Foreign PNT Systems
